When I click in the menu bar area to the right of "Help" (where there is no
menu), Emacs 23 on my ubuntu 10.04 box "hangs" - not really hangs, but it
stops responding to keypresses and the cursor in the active buffer is no
longer blinking.

I can restore normal functioning by clicking on a menu (in the menu bar) and
then dismissing the menu. So again, it's not that the process hangs, but why
does a mouse click lock up the rest of the interface so that only opening a
menu clears it?

Correct behavior would be to ignore mouse clicks in the menu bar area that
don't open a menu.

(Clicking in the title bar is OK.)

Problems with menus and recent gtk versions in Emacs 23.1 are usually

Try updating to Emacs 23.2, or using

GDK_NATIVE_WINDOWS=1 emacs
