OK, we know about the variable ffap-url-fetcher.
I would like to propose that C-u C-x C-f
will call the external browser when the cursor is on top of a URL,
This in addition to C-x C-f, which we like to use for calling the
internal browser.

No. As well as ffap, you can look at url-handler-mode.
