There is no function "ns-toggle-fullscreen" in Emacs.

Yes, but fullscreen is activated by the 10.7 or later titlebar arrow, or by setting frame parameters.
There is no ns-toggle-fullscreen function (but trivial to write in Elisp now).

Non-Nextstep ports don't a foo-toggle-fullscreen command either, IIUC.
So if the NS port now behaves the same as other ports I think this can
be closed.
