MSYS2 contains Emacs 25.1 since some time ago.
Make sure you execute
pacman -Suy
and that will upgrade all your installed packages, including Emacs.
If you don't have Emacs installed yet, do
pacman -Suy
pacman -S mingw-w64-x86_64-emacs
(replace the later with
pacman -S mingw-w64-i686-emacs
if you are using a 32 bit MSYS2 install.)
