Seems like `read-char-by-name' should always return something that `insert-char'
can use, i.e., something that passes `characterp'.

Hm.  I specifically filed a separate bug about the behavior as opposed to the
doc.  I have no objection to the merge, but the bug name is now misleading,
making it seem as if there is only a doc bug.
