C-h v special-display-frame-alist ; shows this:
 
special-display-frame-alist is a variable defined in `window.el'.
Its value is ((height . 14)
 (width . 80)
 (unsplittable . t))
 
The value should be (pretty-)printed on a new line.

The test should not be just the length of the "Its value is" line but whether
ALL of the text for the value fits on the same line as "Its value is".
 
This is a regression from Emacs 22, introduced in Emacs 23.

In GNU Emacs 24.0.50.1 (i386-mingw-nt5.1.2600)
 of 2011-08-15 on 3249CTO
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (4.5) --no-opt'
