Couple of reasons:

1. The "Send to..." feature is accessible via the context menu, 
displayed when right clicking on a buffer (this needs the existing 
context-menu-mode minor mode turned on).
2. What is offered to send by the "Send to..." feature depends on 
context. Either of the following can be sent, depending on which 
is active:
 - Current buffer filename.
 - Region text.
 - A selection of marked dired files.
 - A selection of dired files in region.
 - File at dired point.
