No.  And it shouldn't.

In that case, what Sean wrote is true: it's a feature, not a bug.
Emacs lets you scroll a window without making it the selected one.

This I cannot reproduce.  If you have a recipe for reproducing this in
"emacs -Q", please show the steps to reproduce.
