What is wrong with emacs --no-window-system these days?
$ emacs -Q -nw
C-o d d d d

After the C-o, the cursor appears in the second column, but the d's
correctly start in the first column,

The cursor should move after every d, but in fact it doesn't start
moving until after the second d.

In GNU Emacs 24.0.50.1 (i486-pc-linux-gnu, GTK+ Version 2.20.1)
 of 2010-11-17 on elegiac, modified by Debian
 (emacs-snapshot package, version 1:20101116-1)

This is bug #7417, already fixed in the repository (evidently, after
the snapshot you are using was taken).
