This code:

(with-temp-file "/tmp/x.x"
  (let ((print-escape-multibyte nil))
    (prin1 (string ?\x03bb) (current-buffer))))

writes "\x03bb" to the file, i.e. it seems to ignore the value
of print-escape-multibyte.
