epa-mail-encrypt doesn't handle local-part only recipients

To add a comment to this bug, you must first unarchive it, by sending
a message to control AT debbugs.gnu.org, with unarchive 7280 in the body.
You can then email your comments to 7280 AT debbugs.gnu.org in the normal way.

Toggle the display of automated, internal messages from the tracker.

I typed C-c C-c e, and it said it could not find a key for rms.

In other words, it didn't apply the default mail domain.

Further experiments show it doesn't find the aliases in my .mailrc
file.  Mailcrypt handles those well; epa needs to handle them too.
