If there's no open frame when using the emacsclient version of the
mailto handler no frame to show the newly created message buffer
will be opened.

1. Use Emacs (client) as mailto handler
2. Make sure all frames are closed
3. Open mailto link
4. See bug

item 1 above?  Also item 3.  Someone will have to reproduce these
steps to try to debug them, so we need to know those details.

1. The Emacs Client Email desktop file emacsclient-mail.desktop
   is set as application to open mailto links
   in the users desktop environment, in my case this is KDE.
3. Open mailto link means open a mailto link in a application such
   as a browser to be specific I used the website below to test:
   https://www.scottseverance.us/mailto.html

Emacs is running with emacs --fg-daemon without any frames open.

Thanks.  If you invoke the same command, does it also fail to display
a frame?  I don't have access to a system where I can use
emacsclient-mail.desktop, so I did the following to emulate that:

  . start emacs --fg-daemon
  . from a different terminal started this command:

      ./lib-src/emacsclient --alternate-editor= --create-frame --eval "(message-mailto (pop server-eval-args-left))" 'eliz <at> gnu.org'

This opened a new frame with a mail composition buffer shown.  So the
problem is not reproduced on my system.

Can someone else please try reproducing this?

That works but that's not reproducing the bug.

However I noticed that I had an older desktop file in my user directory
which caused the issue.

Can be closed now.

that using the emacsclient mailto handler opens a buffer in any frame no
matter if there is a visible frame or not on the current virtual
desktop.

Is this a bug or intended?

By visible I mean that it is not present on the current virtual desktop.
Lets say the user has a frame on desktop 1 but is on  desktop 2.
Now they open a mailto link and the link will be opened in the frame on
desktop one despite them being on desktop 2.

With in any frame I mean any frame without filtering out those which are
currently not visible on the users screen.

I'm not familiar with the notion of "desktop" in the context of
emacsclient.  emacsclient either uses an existing frame or (if invoked
with -c, or if there's no existing frame) creates a new one.  is what
you see consistent with what I say?  Is what you see consistent with
what happens when you invoke emacsclient with a name of a file, not
mailto URI, and leave all the other command-line options of
emacsclient unaltered?  If there's a difference, please describe how
emacsclient behaves differently compared to the other use cases.

No there's no difference in the behaviour.  I'm not sure if in this
context emacsclient is the deciding the factor as the function that is
called in Emacsclient can decide how to open the new buffer.

The no visible frame on the current "desktop" is just one example.
If there is no frame open at all no new frame will be opened ether.

Like I said, emacsclient uses a very simple rule to decide whether to
open a new frame.  Users can affect that decision by using the -c
command-line option.  Is that insufficient in this case for some
reason?  (and why is it important in which frame will the mailto URL
appear, anyway?)

It isn't necessary important which from but one that is visible would be
great.

It doesn't open a new frame unless specified with -c.

Maybe message-mail should be adjusted to open one?
