[native-inputs]<ghc-testsuite>: Add a patch to fix the testsuite.
(ghc-happy-bootstrap-for-9.4): Update to version 1.20.1.1.
* gnu/packages/patches/ghc-9.4-testsuite-fixes.patch: New patch.
