I reported another problem with x-popup-menu before, related to
nXhtml, but got no answer at that time.
This is with
GNU Emacs 24.0.50.1 (i386-mingw-nt5.1.2600) of 2010-07-10 (unpatched)

Please see if it persists in revno 100773 or later. If it does
persist, please file a separate bug with the symptoms.
Also, please make a point of using report-emacs-bug, as that brings
important details needed for debugging.
