The build of Emacs on master now modifies exec/config.h.in, but that file is in version control.
At least one of these needs to change.

I guess TRT is to remove config.h.in from version control.  But I am
curious: what version of Autoconf are you using?

FWIF I can confirm config.h.in is in vc and I'm using autoconf
version-2.69 too.
