You need to install development packages, not just end-user packages. So 
for gettext you need 'gettext-devel' or something like that. Here's what 
I see on Fedora 38:

$ rpm -qf /usr/share/gettext/archive.dir.tar.xz
gettext-common-devel-0.21.1-2.fc38.noarch
