To reproduce:

  emacs -Q
  C-h q
  C-h
  q

That is, wait for some time between the second C-h and the following
"q".  You will then be left with this message in the echo-area:

  C-h (Type ? for further options) q

This is misleading, since we are no longer at the C-h prompt.  E.g.,
typing "?" at this point will just insert it into the current buffer.

I've now fixed this in Emacs 29.
