Yes, that was one major reason to add buttons to outline -- to have
something that people can hit `RET' on.

But it doesn't really work well in editing modes -- it's too disruptive
for a minor mode to attempt to do something that works well across all
major modes in this way.  So for editing modes, I think we have to
abandon the convenient "hit `RET' on the button" interaction.
