27.2; image-convert shold have an option to save time

With image-convert, external images are converted into PNG format.
It take slightly longer time than to convert into simple format.
In my environment, converting into PNG format takes twice as long as
converting into PPM format.
So, there should be an option for faster conversion.

I've now added this to Emacs 29 (but most Emacs installations don't
understand the PPM format, so there is no faster lossless format
available for most people).
