Please move and rename this so it can be used without loading newst-backend.el.

Also the file name of this file does not match it's provide statement.

I do not know. It could fit in xml.el or sgml.el for example. Maybe
more in xml.el since that is about reading.

Moved newsticker--decode-numeric-entities in newst-backend.el to
xml-substitute-numeric-entities in xml.el.

Changed require/provide newsticker-... to require/provide newst-...
