It is:
 
  Active the Global-Hl-Line overlay on the current line in the
  current window.
 
"Active" is not a verb in English.
 
Consider using a description that is more user oriented, talking about
the visible effect, not implementation details such as overlays. 
 
E.g. "Highlight the line the cursor is on in the current window."
