C-u g does exactly that:

    eww-reload is an interactive compiled Lisp function in `eww.el'.

    (eww-reload &optional LOCAL ENCODE)

      Probably introduced at or before Emacs version 25.1.

    Reload the current page.
    If LOCAL is non-nil (interactively, the command was invoked with
    a prefix argument), don't reload the page from the network, but
    just re-display the HTML already fetched.
