eww formats text width to fit the screen, but after {C-x +} zooming,
text will not be re-formatted unless I press {g} to reload the
page. Some pages are huge and reloading is spending data, it also takes
time over bad mobile networks.
It would be good that there is option for eww to re-format the text upon
zoom, without reloading the page.

C-u g does exactly that:
eww-reload is an interactive compiled Lisp function in `eww.el'.
(eww-reload &optional LOCAL ENCODE)
Probably introduced at or before Emacs version 25.1.
Reload the current page.
If LOCAL is non-nil (interactively, the command was invoked with
a prefix argument), don't reload the page from the network, but
just re-display the HTML already fetched.

So there doesn't seem to be anything to fix here (I think reformatting
the text on zoom would be annoying, especially since it can be slow),
