Subject: bug#43753: rust-clippy does not provide the clippy command

I'm using guix b61e057 in the Guix System.

After installing rust-clippy (version 0.0.302), the "clippy" command is not found.


## Steps to reproduce

1. Open a terminal.
2. $ cd some-rust-project
3. $ cargo clippy


## Expected result

Clippy lints the project.


## Unexpected result

error: no such subcommand: `clippy`


## Additional information

Running the "rust-run-clippy" in Emacs results in the same error.

In the #guix channel, mroh checked the "rust-clippy" package and mentioned that it doesn't seem to have any output, which looks like a bug.
