With the following test file:

<p>Foo.</p><div id="zot"></div><p>Bar.</p>

M-x eww-open-file RET foo.html RET

You'll get:

[Message part 2 (image/png, inline)]
[Message part 3 (text/plain, inline)]
This is due to the changes that were made earlier this year to put
placeholder data into the buffer when we have an element with an id that
is empty.
