* gnu/packages/php.scm (php)[version]: Update to 7.3.0.
[arguments]: Delete "sapi/cli/tests/upload_2G.phpt" substitution and
delete "ext/pcre/tests/bug76909.phpt" file.
[inputs]: Replace 'pcre' with 'pcre2'.
