The local variable buffer-file-coding-system is not set in
RMAIL buffer.  The function rmail-docode-region does set
buffer-file-coding-system but that information is lost after
that.

rmail-decode-region was setting buffer-file-coding-system of a wrong
buffer.

I think I fixed that now, please test.
