Error message in *shell* buffer on entering shell mode:
"Warning: no access to tty; thus no job control in this shell..."

Note: The affected system does not have an internet connection,
but I can sneaker-net files across.

This has been reported on a few Solaris systems.
There is some diagnosis in http://debbugs.gnu.org/20555#13 that I hope
will get some attention before the next Emacs release.
