Emacs 24.3 correctly returns:

Possible completions are:
define-mail-abbrev <f>
define-mail-alias <f>
define-mode-abbrev <f>


Emacs 24.4 and later return:

Possible completions are:
define-mail-abbrev      define-mail-alias
define-mail-user-agent  define-minor-mode
define-mode-abbrev


The PREDICATE argument does nothing. At the very least, the function's
documentation needs updating. (Obsoleting lisp-complete-symbol doesn't
obviate the need for doing that.)
