Thanks.  I think it's a good idea to add an ID target to the top-level
Makefile.in.  Or does Semantic run that automatically as needed?

Yep.  At least mkid is lightning-fast (10 sec on the entire Emacs
tree), so updating ID is not an annoyance IME.
