I can't find the reference for why I think this, so maybe I'm just
wrong, but I always thought that multi-line file lists should be written
in ChangeLogs as:

   * file1, file2, file3, file4, file5, file6, file7, file8, file9:
   * file10, file11:

But Change Log mode fills such lines as:

    * file1, file2, file3, file4, file5, file6, file7, file8, file9,
    file10, file11:

Please could it use the former format.
