Please set the following:
(setq bibtex-entry-format
(append '(opts-or-alts required-fields numerical-fields)
'(whitespace realign delimiters unify-case)))
I can reproduce this with GNU Emacs 23.0.60.1 (i386-mingw-nt5.1.2600) of
2008-12-14 on BREPNB.

This usually a complete, concise recipe starting from emacs -Q:
emacs -Q --eval "(setq bibtex-entry-format '(delimiters))" file.bib
where file.bib contains:
@misc{foo,
month=sep # "~21",
}

I've installed a patch that should handle properly concatenated
fields like the above month field. Does it work for you?
Thanks,
Roland
