I don't see why not.  Do you need any special help from us (i.e.  the
GNU Emacs developers), or can you handle it yourself?

AFAIK I can upload it myself, I only needed to ask for authorisation.

I'll commit the translation soon.

Yes. The translation was already proofread once and I'll proofread it again 
before uploading it.

I've done a cursory check and the translation seems very good. There
are couple of issues, but more of style than substance or correctness.
I intend to read the translation more carefully over the weekend and
perhaps submit the translators a few comments (which they are quite
free to ignore, of course ;-)
