C-c C-i sometimes gives the error:

  nxml-balanced-close-start-tag: Not in a start-tag

To reproduce, open the following file with "emacs -Q":

<?xml version="1.0" encoding="utf-8"?>
<root>
<a>
<!-- Comment -->
</a>
</root>

Put the cursor at the end of the comment line, then type:

  C-j < b C-c C-i

Note that if the file is saved and reopened between C-j and <,
this bug does not occur.
