This is apparently fixed in Emacs 29, but another related bug has
appeared:

my $x = <<END
END

If you hit RET after the second line, Emacs will then indent the next
line:

[Message part 2 (image/png, inline)]
[Message part 3 (text/plain, inline)]
I.e., indented by four chars.

[Message part 4 (image/png, inline)]
[Message part 5 (text/plain, inline)]
