In Emacs prior to Emacs 24, `C-0 a' or `C-- 3 a' was a no-op.  Starting
with Emacs 24 this raises an error.  Why is this considered an
improvement?  If the concern is that the user might hit the wrong key
and not notice the no-op, why not just use `message'?
