Actions:

  Start with emacs -Q
  open a new buffer (e.g.: "text1.txt")
  start a new frame (C-x 5 2)
  open another buffer (e.g.: "text2.txt")

Problem:

  The cursor in this new frame does not follow the pointer.  In other
  words, while typing, the typed characters do appear in the frame, but
  the cursor (solid black, by default) remains fixed, usually at the
  first column of the buffer.

The same happens in the minibuffer window of the new frame, as well as
in any new frame.

The problem has appeared on openSUSE 13.1 [GNU Emacs 24.3.1
(x86_64-suse-linux-gnu, GTK+ Version 3.10.0) of 2013-09-30 on build40],
under KDE 4.11, while it did not appear on openSUSE 12.2 [GNU Emacs
24.2.1 (x86_64-suse-linux-gnu, GTK+ Version 3.4.4) of 2012-12-10 on
build20], under KDE 4.8.

The problem seems to have disappeared after a software update done
just yesterday.  I am not entirely sure this is connected to the
problem reported, but here is the relevant extract from the change log
of emacs package in openSUSE 13.1:

  Tue 03 Dec 2013 13:00:00 CET
  - Change emacs wrapper script to use new dbus-run-session tool to
    avoid hanging emacs on terminal mode due I/O conflict on stdin
    of both emacs and dbus-launch session (bnc#853082)

The solution seems to be to upgrade the version of Emacs shipped with
openSUSE 13.1.  I'm therefore closing this bug report.
