Download the code from here:

  https://code.launchpad.net/~bzr/bzr-bisect/trunk

(Just "bzr branch" from that URL.)

The way to install is described here:

  http://doc.bazaar.canonical.com/plugins/en/plugin-installation.html

You don't need the setup step in this case, just branching under
$HOME/.bazaar/plugins/ as explained in the above URL should be enough.
