Subject line says it all.  Please index `permanent-local', not just
"permanent local variable".

Why on earth does this matter, since the index is tab completable.

`i permanent-l TAB' does not complete.  Nor does `i permanent- TAB'.

In the Elisp manual, the property name itself should be indexed, so a
user can look it up by name.  Why on Earth not do so?

What does this close message mean?  It is the only message
I received.  Was the bug fixed?

Bug filers should be informed wrt what action has been taken
- and why.  They should not see only "closed".
