I'm unable to reproduce this.  I get proper Russian text like:

Здравствуйте!Дали задание разработать базу данных для внутренних нужд
компании,хотел бы посоветоваться с вами,что и как.Приоритетная задача
необходимо чтобы крутилось на Linux'е. Варианты mono?Какой средой
лучше воспользоваться?
