Does it fail in the emacs-24 branch, or just trunk?

It hangs it get-file-buffer? Seems odd.
Can you edebug vc-next-action, and step through it to find precisely
where the hang is?

Not sure why you have advised functions in emacs -Q.
What does C-h f vc-print-log say when that happens?
