- starting proced: alt-x proced
- proced-buffer shows up, but the buffer stays empty, even after changing filter options

I believe this is not a bug.  What does `list-system-processes' return
on that system?  If it returns nil, it means the related primitives
simply do not have non-trivial implementations on this platform.

"(elisp) System Processes" says:

     Emacs provides several primitives for accessing system processes.
  Not all platforms support these primitives; on those which don't, these
  primitives return `nil'.

I think this only works on GNU/Linux. Anyway, I made it signal an
explicit error on systems where it is unsupported.
