If I start emacs the window immediately starts to shrink.
This is emacs 24.2.1 compiled from source with no special options
(except --prefix) on Ubuntu 12.04.1 using unity. Using GTK 3.4.2 instead
of gtk2 makes no difference.
After reading #10954 I reduced the configuration to
(if (fboundp 'tool-bar-mode) (tool-bar-mode -1))
(if (fboundp 'menu-bar-mode) (menu-bar-mode -1))
(if (fboundp 'fringe-mode) (fringe-mode 0))
(if (fboundp 'scroll-bar-mode)(scroll-bar-mode -1))
and tested the effect if I disable different sets of these modes. In the
matrix each letter means the mode is disabled with the line stated above.
s -> okay
f -> okay
m -> okay
t -> okay
f s -> when opened and resized
m f s -> when opened and resized
t m f s -> when resized
t f s -> when resized
t s -> okay
m s -> okay
m f -> okay
t m -> okay
t m s -> okay

BTW, I think that is one to consider backporting to emacs-24 branch (if
it is straightforward to do so), just in case another release ends up
coming from there.
