I find that the public key(ID: 597F9E69) is not included in
"http://ftp.gnu.org/pub/gnu/gnu-keyring.gpg", which is required to verify the
signature of
"http://ftp.gnu.org/pub/gnu/emacs/windows/emacs-23.3-bin-i386.zip.sig".
Please solve this bug.

I am trying. Savannah doesn't seem to know anything about a public
keyring (at least that's what they said when I opened a ticket), so who
is the owner??

Savannah suggested you contact sysadmin AT gnu.org; did you try that?
(I guess @fsf.org is an alias for the same people.)

The other alternative is ftp-upload <at> gnu, but that might actually be the
same address, and you must have already given them a key to be able to
upload at all, so it is kind of odd...

Thanks for letting us know. The cron job that updates the gnu-keyring
file was not running due to a configuration error. That has now been
resolved, so you should be able to verify the release at this time.
