Tramp's knowledge of the semantics of "/sudo::" lets it simply turn
(file-equal-p "/sudo::/foo" "file:///foo") into (file-equal-p "/foo"
"file:///foo"), after which the url-handler-mode can do the same kind of
trivial reasoning.
