I'm unable to reproduce this bug:
(ietf-drums-parse-address "=?utf-8?q?Philipp_=C3=9Cberbacher?= <foo <at> bar.com>")
=> ("foo <at> bar.com" . "=?utf-8?q?Philipp_=C3=9Cberbacher?=")
