$ emacs -q --eval '(setq scroll-conservatively 1)'

The mode line says 'Bot', and the initial *scratch* message is not
visible; pressing C-l brings it back.  This is a recent bug that is not
present in the 24.0.90 pretest.

Due to a misguided attempt to fix bug#9605.  Should be fixed now, please
try again.
