(forward-comment -1) sometimes fails (C Mode).

To add a comment to this bug, you must first unarchive it, by sending
a message to control AT debbugs.gnu.org, with unarchive 9099 in the body.
You can then email your comments to 9099 AT debbugs.gnu.org in the normal way.

Toggle the display of automated, internal messages from the tracker.

(ii) C-x C-f /path/to/emacs/src/gnutls.h
(iii) Place point at 730, i.e. immediately after the opening comment.
(iv) M-: (forward-comment -1)

Point doesn't move.  It ought to move to BOB.

The problem was caused by open-paren-in-column-0-is-defun-start and a
paren in column 0.
