That's weird. I have a build from the trunk, and evaling the lines
above gets me a message
gnutls.c: [1] (Emacs) GnuTLS library loaded: libgnutls-26.dll
and a tls-buffer buffer with
* OK IMAP4 ready
In your case, does (require 'gnutls) generate the "library loaded" message?
