I cannot reproduce this with Emacs trunk r104293.

The *help* buffer pops up and states "no documentation found for 
'my_symbol_name'". Invoking python-describe-symbol through C-c C-f also 
works.

The error message looks like something might not be configured right on 
your system. Do you have other problems invoking shell commands? Can you 
try a `M-x shell-command' and see if that one works?
